Thanks everyone.  I downloaded WhatsApp.  grandson said that he is getting a phone when he arrives (TODAY) then he will lets us know what works for him.  but many have cheered WHATSAPP. THANKS.

No cost. No cell phone plan. He uses his phone as the computer to get WiFi access and you both download it to the phone. He dropped his USA cell phone plan and just uses his phone. Texting, Calling (called his Mom on Mother's Day), I think face time too etc. If the WiFi is bad then that can create some break up. He has a phone plan over seas for his job at the base but he doesn't use that for "What'sApp". My secretary put me onto it because her daughter is a missionary on the other side of the world. Didn't believe her that it works at first but it works great.

Cost? not the app, but is there a cost involved with cell carrier?

What'sApp. Text and phone calls on the other side of the world. Works great. Down load it to your phone. Sailor has to have WiFi which is usually on a base.
