The exam in only part of the Whole Person Concept in order to advance. FMS is how a candidate is advanced with the combination of all elements: exam SS, evals (PMA), awards, education, PNA points and service in grade.
My son during the earlier NWAE Cycle 219 March of this year, received an early promotion (EP) eval and also was fortunate enough to score in the 99th percentile on the exam so he advanced.

There is a big difference between passing the test and actually advancing. In the case of MMEs, there were 255 MME2s who took the test and passed. Of those 255, only the top 37 were advanced to MME1.

My son Joshua is on shore duty currently, and he recently tested for First Class and passed! I found him on the list under MME1! Josh was LPO at sea, as a 2nd Class, and and will train to take over here when his current LPO heads back to sea soon. Not bad for only being in less than 6 years!
Brag time, my daughter just informed me that she made STG2 on her FIRST TRY and only in 2 1/2 years!!!
