Elimination of the DoD Vehicle Decal Program: Effective July 1, Navy will eliminate the policy requiring vehicle decals for base access. Vehicles must continue to be licensed, registered, inspected, and insured in accordance with state and local laws, but installation access shall be accomplished by vetting personal ID. For rental vehicles, the rental contract serves as licensing, registration, and proof of insurance. Details can be found in NAVADMIN 146/13.
