Involuntary Contract Extension

My son has now been in the US Navy for a little over one year. He tells me that his current duty station tour of duty is for three years at that, at the end of that time, he may be reassigned and that his enlistment contract corould be involuntarily extended beyond his original four year enlistment. Other than in wartime, can the Navy actually fail to honor his contract? He seems to feel this is a real possibility. Anyone out there can shed some light on this issue?
