My son JJ wrote and said that he has the job of "Port Watch" and that he got a Petty Officer First Class Collar Device. Can anyone tell me what this means for him?

It means that he has been given a position in the Recruit Division Command. He will wear the collar device only during Basic. It is not an ongoing rate beyond Graduation. See the Recruit Division Command Structure link in the Basic group for further explanation.

First Class PO is an E-6 so there is some confusion here........you can check for stripe progression and rate (not to be confused with rating which equates to job classification) at http://www.navydads.com/forum/topics/navy-enlisted-rates?xg_source=...
info on the port watch is at link: http://www.navydads.com/forum/topics/recruit-division-command
