I understand care packages are not allowed, but my son is requesting that I send his watch out to him because he is permitted to have it. Question: Would it get to him if I sent it?

You can try to send it if he is saying it's okay Roger, but when my son went through a few months ago they weren't allowed anything. SR's that received items he said would be made fun of, but then again it's all up to his RDC's. If they say okay then usually it is. The worst is they send it back to you (at least I hope) :)
