Can anyone explain to me how a recruit advances from E-1 to E-2 and so forth while at boot camp and what is the highest rate obtainable by the end of boot? Can a recruit graduate from boot camp and still be E-1 or does the process of advancing toward graduation go hand in hand with rate advancements?

Let's see if I can help explain. Firstly....Yes...a Recruit can graduate as an E-1....most do! There are things that a Recruit can do before Basic that help in advancement. If a recruit helps to get others to enlist during DEP (I believe that the number is 2), that will result in an advancement to E-2. If a Recruit is an Eagle Scout, this will result in an advancement. Those that have been in JROTC in school will get a bump to E-2. Holding a Leadership position during Basic often ends in advancement. Finally, should a recruit excel during Basic, the RDC may grant advancement at their discretion....although this is pretty rare. I believe that the highest that one can be is E-3 at the end of Basic. Some ratings have advancement attached at the end of A School as well. Once a sailor is in the fleet, advancement is based upon passing the Advancement Test (given twice per year)....scoring in the Advancement Quota range for that rating as well as time in rate.
