Sorry Brian...I just saw this. Yes, this happens. If one of the critical final PFA tests is failed, they will hold and individual back from graduating with their division. It also depends on how soon he finds it in him to pass that test. Most of the time it's the run. The RDCs will work with him and give him the proper motivation to move on to A school.
The down side is that you may possibly not be able to witness his PIR. Don't despair...When you talk to him, be as encouraging as you can.
