Advice for PIR graduation gifts

My son doesn't ship out to basic training until the end of November but I'm thinking ahead to his graduation gift.  My question is this: is he going to need a watch?  

Right now he uses his phone as his watch but I don't imagine that when he's finally working at his CTN job that he's going to be carrying his cell phone around; he may even be prohibited from carrying a cell phone - is that correct?  

If I do get him a watch is it a mistake to get him the high quality chronograph timepiece or would a $25 Timex be more practical?

watch...has to be black...advise something like a G-Shock...very popular watch at a very reasonable cost

Is that right!  Has to be black?  Is that just in boot, or is that a uniform requirement out in fleet as well?  I was ready to buy the beige G-Shock!

Honestly, I can't find that is specifies black. Look at article 6. But It seems to me that black is preferred as black fits with any one of the uniforms.
